GRAND RAPIDS, MI. - Virginia state Sen. L. Louise Lucas, a prominent Democrat, surrendered on Thursday, October 22, 2026, following an unsealed indictment charging her and six others, including relatives, with leading a criminal enterprise. The Department of Justice announced the charges, which allege a five-year scheme involving the acquisition and distribution of marijuana and the laundering of approximately $4.5 million.

According to the indictment, Lucas allegedly used her position as Chairwoman of the Senate Finance and Appropriations Committee to shield the enterprise from scrutiny and influence legislation for financial gain. FBI Director Kash Patel stated the charges detail a "close-knit group of family members and associates orchestrated a multi-year scheme to enrich their own criminal marijuana enterprise, 'the Lucas Enterprise.'" Attorney General Todd Blanche commented that the charges reveal "the behavior of a public servant who put her own financial interests before the people she was elected to serve."

The indictment includes eight counts against the seven defendants, charging them with racketeering conspiracy, conspiracy to possess and distribute marijuana, and conspiracy to launder money. These charges follow an FBI search in May 2026 of Lucas's hometown office and a cannabis shop where she holds a stake. Agents recovered marijuana and firearms from two of Lucas's stores during that search. Brian Woolfolk, chief counsel for the L. Louise Lucas Legal Defense Fund, stated, "This is the circus we always expected it to be, and we will wait for further details to have a more specific response."

Lucas surrendered to federal law enforcement on October 22, 2026.
